TC4 Consulting’s Professional Construction Health and Safety Agents (Pr. CHSAs) are each registered with the South African Council for the Project and Construction Management Professions (SACPCMP) in terms of the Project and Construction Management Act 2000, as amended. As registered professionals they advise, represent and perform duties of the client in all six stages of the construction project. Their duties on behalf of the client in managing health and safety and ensuring construction health and safety compliance include but are not limited to:

Stage 1: Project Initiation and Briefing
•   Assist the client to develop a health and safety brief
•   Advise on the adequacy of the other project consultants’ competencies and resources on health and safety
•   Identify health and safety risk profile of the project.

Stage 2: Concept and Feasibility
•   Review design concepts and advise on construction project health and safety
•   Agree the safety risk profile of the project with the other consultants and develop the health and safety policy for the project
•   Advise on preliminary health and safety costs
•   Develop draft baseline risk assessment
•   Define roles, responsibilities and liabilities of project specialists.
•   Assess and approve health and safety plans
•   Develop draft health and safety specification.

Stage 3: Design Development
•   Finalise the health and safety risk profile and baseline risk assessment
•   Advise designers on health and safety legal liabilities and responsibilities
•   Coordinate and record the design risk management process
•   Monitor integration of health and safety aspects on the design process
•   Assist cost consultants with detailed information for health and safety cost estimates.

Stage 4: Tender Documentation and Procurement
•   Assist with developing health and safety procurement process
•   Finalise tender health and safety specification
•   Assist with tender evaluation and verify contractor competencies and knowledge.

Stage 5: Construction Documentation and Management
•   Review and approve contractor health and safety plans
•   Deals with Construction Work Permit Applications
•   Conduct monthly site inspections and reports
•   Conduct monthly legal compliance audits on all Principal Contractors
•   Prepare OHS compliance reports.

Stage 6: Project Close Out
•   Cancel legal health and safety appointments
•   Prepare health and safety operation and maintenance report
•   Prepare health and safety close out report.
